how similar is Unreal Editor to use compared to 3DSmax?
im doing Games Development at college and im learning to use 3DS but really wanna get into map making for UT2k4 and UT3 (maybe even UT99 for college lan gaming)
would I be able to pick it up pretty easily with the 3DS knowledge?

Best thing to do is get the UT2004 copy that has the editing videos on it, so you can watch and see how each thing is done and it's described in a very easy down to earth style of two guys just having fun.

Yea, I agree with Muffin.. I picked up the metal cased version (dvd) when the game was originally released. I watched the first several videos, and I think that if you can use 3ds, you shouldn't have any problems with this. I think it is pretty user friendly, though I never got involved to the level of scripting and what-not.
I toyed around with 3ds a LONG time ago, so I don't have the best idea of a comparison, but the biggest difference is probably that in 3ds, you are mostly building objects out of "material", whereas in UnrealEd, you are cutting out "material" from inside an infinite block. (at least I think that is how they describe it in the videos).

They are copyrighted, however they are available free at 3DBuzz.com but sitting in line to get the files take forever! So the torrent is the best.
